Who can issue an electrical compliance certificate?

A qualified and accredited person with an electricians registration card and an accreditation certificate should conduct an electrical inspection and sign the electrical certificate of compliance. This could be a registered electrician. An electrician must verify that the electrical installations conform to South African wiring codes (SANS 10142-1).


The law requires  building transfer attorneys to insist on the signature of a registered person for Electrical Certificates of Compliance to be valid. This certificate will ensure that you are covered by insurance company if there is an electrical shock or potential shock risk. If an accident occurs, such as an electric shock, your insurance might not cover you.


Ask for the registration certificate from the Department of Labour to find out if an electrician has been registered as an electrical contractor.

How much is an Electrical COC fee?

An Electrical Compliance Certificate starts from R850 going up. The price of the electrical certificate costs will depend on what type of premises you have. Commercial, domestic and industrial property will have different costs. This price covers the cost of the certificate and inspections only. Any necessary changes to the electrical systems of the premises will be charged in addition. After all house electrical components conform to the required regulations, the qualified electrician will give the house owner a Certificate of Compliance.


The qualified electrician will issue a new compliance certificate if he fixes faulty or non-compliant electrical installation. A quotation is given in the event of electrical installation issues and faults. This allows you to decide whether to proceed with electrical repair work. If you decline to accept the repair quotation, you will still be responsible for the R850 inspection fee (exempt from VAT). Note: This case is not eligible for a compliance certificate, as it would be illegal.


A quotation will be provided within one or two days for repairs. The repair work may take up to a week. Therefore, the coc certificate cannot be issued until the job has been completed.

What does an electrical compliance certificate cover?

The electrical certificate is for the permanent or temporary electrical installation that includes:

  • All incoming supply cables connecting to the distribution system.
  • Everything on the central distribution board, the circuit breakers, sub-boards, and earth leakage device.
  • Every cabling connection from distribution boards to switches, wall plugs up to the connection to the light switches.
  • Earth leakage unit operation should be tested; it must trip between 15-30mA.
  • All wiring and plug circuits to appliances are fixed regardless of whether they are connected to the wall socket; however, it is not the appliance itself.
  • The earthing system, as well as the connectivity throughout the entire installation.
  • The position of electrical devices, e.g., lighting switches and plugs, might remain within a specified distance of taps, showers or baths, for instance, Mains switches must be easily accessible and at a specific distance from the floor in the event of an emergency.
  • All electrical equipment within the installation must be certified with SABS, SABS, or other pertinent approvals and be of the appropriate design and classification for the application.
  • All electrical equipment should be installed in a regulated way and must be secured and adequately protected from fingers from gaining access.
  • Every component that makes up the electrical system needs to be in good condition and include safety features.
  • The electrician may also conduct various tests to ensure that voltages, insulation, earthing, and other values are in line with the requirements.

Most contracts dealing with selling your house will contain a clause that stipulates that the seller has to get an ECC after the property is sold. Yes. A supplementary certificate is required when any modifications are made to electrical installations. For instance, if a light fitting is replaced with downlights, the electrical contractor must ensure that the proper CoC is issued for the work. Suppose any modification or addition is made to an electrical installation with a valid electrical C.OC. In that case, the property owner or the lessor of that electrical installation should obtain an additional CoC certificate for the change or modification. Both CoCs should be kept together in a safe location.
